How to Become an Insurance Agent In California

If you want to sell insurance in California, you must be licensed by the California Department of Insurance (CDI). Whether you plan to work in Life, Accident and Health, Personal Lines, or Property and Casualty insurance, OnlineEd makes it easy to prepare for the licensing exam and complete the required education, all online and on your schedule.

In California, individuals commonly referred to as "insurance agents" or "brokers" must be licensed as insurance producers. To qualify for licensure, an insurance producer must pass the appropriate licensing exam and complete the 12-Hour California Insurance Code and Ethics course before a license can be issued.

How to Get an Insurance Producer License in California

To become a California insurance producer, you must obtain a license for the specific lines of authority you want to sell. The general steps include:

  1. Study for the licensing exam.
  2. Schedule and pass the licensing exam.
  3. Complete fingerprinting and background check.
  4. Complete the 12-hour California Insurance Code and Ethics course.
  5. Apply for your insurance license.

Prepare for the California insurance licensing exam

Start by reviewing the Candidate Information Bulletin and California License Examination Objectives for the license you want to earn. OnlineEd's insurance exam preparation courses are built around these objectives, helping you focus on the topics tested on the exam.

Schedule and pass the California insurance licensing exam

California insurance exams are administered by PSI. What to expect when scheduling and taking the PSI examination:

Begin by selecting the exam needed based on the line of authority being sought. Then choose an available test option offered by PSI, such as a test center appointment or remote proctoring, depending on availability.

Note: Applicants with disabilities or those who may have difficulty taking the examination may request alternative testing arrangements by submitting a test accommodation request.

On the day of the examination, arrive at least 30 minutes prior to the scheduled examination time and present a valid government-issued photo ID with a signature.

At the end of the examination, the pass or fail result is displayed on screen, and a score report is emailed to the examinee.

Complete fingerprinting and background check

After passing the exam, submit your fingerprints through a California Department of Insurance approved Live Scan vendor as part of the background check process.

How to submit and properly record your fingerprints:

Begin by accessing the Department's Capital Live Scan (CLS) online portal to register, pay the $74 fee, and schedule an appointment at one of over 800 live scan locations statewide.

On the day of the Live Scan appointment, present your 7-character Payment ID or QR code generated during registration, along with a valid government-issued photo ID, to the fingerprinting technician.

After the Live Scan process is completed, keep a copy of the Request for Live Scan Service (BCIA 8016) form for your records.

Once fingerprinting is submitted, the Automated Transaction Identifier (ATI) number will be available on the Department Portal page and will also be emailed to you for reference.

Complete the 12-hour California Insurance Code and Ethics course

All insurance producers must complete 12 hours of California Insurance Code and Ethics before a license can be issued. OnlineEd offers this course entirely online and CDI-approved.

Apply for your insurance license

Submit your license application through Sircon, the California Department of Insurance's online licensing system. When starting a new application, select the "New Insurance License" to apply for an insurance producer license or to add a new line of authority.

Frequently Asked Questions

Do I need a license to be an insurance agent in California?
Yes. Anyone who sells, solicits, or negotiates insurance in California must be licensed by the California Department of Insurance. Individuals commonly referred to as insurance agents or brokers are licensed as insurance producers under California law.
What types of insurance licenses are available in California?
California issues insurance producer licenses for specific lines of authority, including Life, Accident and Health, Personal Lines, and Property and Casualty insurance. You must be licensed for each line of authority you intend to sell.
Do I need prelicense education in California?
Beginning January 1, 2026, most insurance producer applicants are no longer required to complete a 20-hour prelicensing education course. This change applies to applicants for Life, Accident and Health, Personal Lines, and Property and Casualty licenses. Bail agents and public insurance adjusters are not affected and must still complete required prelicensing education.
What education is still required to get licensed in California?
All insurance producers must complete the 12-Hour California Insurance Code and Ethics course before a license can be issued. This requirement remains in place after the 2026 changes.
When do I need to complete the 12-Hour California Insurance Code and Ethics course?
The ethics course must be completed before your insurance license can be issued. It is not required to schedule or take the California insurance licensing exam.
How should I prepare for the California insurance licensing exam?
The California Department of Insurance recommends reviewing the License Examination Objectives for the license you are seeking. OnlineEd's California insurance exam preparation courses are designed around these objectives to help applicants focus on the material tested on the exam.
Are exam preparation courses required to get licensed in California?
No. Exam preparation courses are not required by the California Department of Insurance. However, many applicants choose to use exam preparation courses to better understand the material covered on the licensing exam.
