This online self-paced training was developed from a recorded webinar that took place on Oct. 12, 2022. The on-demand training includes training videos, knowledge checks, and Q&A with Special Guests described below.

The city of Portland recently passed the Portland Residential Infill Project 2 in July, 2022. This completes the 2nd phase of a substantial overhaul of residential zoning regulations (see infographic and overview summary).

This class covers how these new residential zoning regulations under the Portland Residential Infill Project & House Bill 2001 dramatically changes what can be done with most Portland properties, including subdividing lots using a middle housing land division, or building and condoizing a fourplex or a cottage cluster. There will be an emphasis on the Portland Residential Infill Project Phase II and its impact on the development of Middle Housing.

This training will address both legislative topics and provide an opportunity for people to consider how these zoning changes impact their development entitlements.

The webinar will conclude with a 30-min Q&A session that features the primary webinar presenter, Kol Peterson, and panelists: Morgan Tracy, project manager for Portland’s Residential Infill Project and Eric Thompson, Co-Founder of Oregon Homeworks.

About the Presenters

Kol Peterson (Instructor)
Kol has served on the technical and rules advisory committees for Oregon’s House Bill 2001 to help revise residential zoning regulations to allow for middle housing throughout the state. Kol is the owner of Accessory Dwelling Strategies LLC, a company dedicated to ADU related education, advocacy and consulting. See below for complete bio.

Morgan Tracy, AICP
Morgan, a member of the American Institute of Certified Planners, has been actively involved in Oregon land use planning both long range planning projects and development review for the past 25 years. He has worked for the cities of West Linn, Lake Oswego, Tigard, and has been with the City of Portland for the past 15 years in both the Bureau of Development Services and the Bureau of Planning and Sustainability (BPS). His previous work at BPS includes developing Portland’s citywide tree policy, identifying development scenarios for the future high capacity transit line along Barbur Boulevard, and various other regulatory improvement projects for the City of Portland. Currently he is the staff project manager for Portland’s Residential Infill Project, which seeks to increase the range of permitted housing types while lowering housing costs in single dwelling neighborhoods.

Eric Thompson, Oregon Homeworks
Eric Thompson started Oregon Homeworks in 2007 after a first career in the technology space and a childhood well spent with Legos. Thompson has focused the company’s efforts on infill development in Portland’s great close-in neighborhoods, while working with some of the area’s most innovative architects and designers. The company has built 150+ award-winning homes since its inception, with most of them exhibiting a modern flair. With the roll-out of Portland’s new “middle housing” building code, Thompson has the company fully focused on delivering the area’s most innovative cottage homes that are built the right way, and the right size, for a new generation of homeowners at attainable price points, while outfitting each with designer finishes, efficient modern architecture, and high-performance systems throughout.
